Workforce and contracting equity objectives
Equity in contracting
PCC is committed to managing construction projects and infrastructure investments in a manner that explicitly considers beneficiaries, addresses disparities, and supports equitable outcomes. On contracts over $100,000, the college aspires to meet the following contracting equity objectives:
- At least 20% of project contract value be performed by MWESB/SDV firms certified by either Oregon’s COBID office or Washington’s OWMBE office.
- At least 12% of the above 20% of project contract value should be performed by any combination of MBE/DBE-certified firms.
Workforce education and diversity
PCC recognizes that the skilled trades are a critical pathway out of poverty and into family-wage careers with benefits and retirement. The college is engaged with regional and nationwide campaigns to ensure that the next generation of trades workers more accurately reflects the population of our state. PCC is committed to equalizing the opportunity to learn and advance in the skilled trades, particularly for those that have been historically excluded from these opportunities.
Apprenticeship utilization
PCC requires that a minimum of twenty percent (20%) of labor hours in each apprenticeable trade performed by any recipient (or its prime contractor or subcontractor, as applicable), are filled by state-registered apprentices if working an excess of 300 hours or more on any trade.
Workforce diversity
PCC has set the following workforce equity objectives:
- Journeyworker hours performed by Black, Indigenous, Latinx, or other people of color (“minority”): 25%
- Journeyworker hours performed by women and non-binary people: 9%
- Apprentice hours performed by Black, Indigenous, Latinx, or other people of color (“minority”): 22%
- Apprentice hours performed by women and non-binary people: 20%
