Course Description
Intended Outcomes for the course
Upon successful completion students should be able to:
- Provide the first step in the “chain of patient care” during a medical emergency – determinethe nature of the medical emergency or “chief complaint”.
- Apply questioning techniques for gaining control of the situation and calming those affected.
- Use appropriate terminology in describing injuries and illnesses and explain various procedures in simple, clear terms.
- Apply effective interrogation methods to obtain vital medical information and to assist citizens in taking medically sound actions.
- Use established EMD protocols in specific medical emergency situations.
Course Activities and Design
Practice in identifying medical conditions based upon telephone interrogation of callers. Application of various types of written protocols for emergency medical situations. Various exercises involving matching symptoms with urgent medical conditions and applying appropriate methods to stabilize patients.
Outcome Assessment Strategies
Written tests and quizzes, demonstration of application of written protocols, demonstration of application of written pre-arrival instructions.
Course Content (Themes, Concepts, Issues and Skills)
There are various state approved Emergency Medical Protocols created by either private vendors or emergency services agencies directly involved in emergency medical response. All of these protocols are approved by licensed physicians, who provide guidance and clarification. This course will explore the most commonly used EMD guidelines adopted by agencies in the Portland metro region.
Themes, Concepts, and Issues:
- Basic First Aid instructions for minor and severe injuries.
- The currently accepted methods for both child and adult CPR
- Immediate treatments for life threatening medical situations: choking, drowning, electrocution.
- Step by step instructions for assisting in childbirth
- Legal responsibilities and liability
- Methods for calming and assisting patients and untrained citizens in medical emergencies.
Skills:
- Questioning callers on medical situations
- Accurately recording information and using appropriate terminology
- Applying knowledge of medical conditions and symptoms to determine proper protocols to follow.
- Following written instructions verbatim and relaying same
- Ability to reassure and calm traumatized individuals until help arrives.
- Accurately and concisely relay medical status and information

Computation:
Minimum time required for computation skills in this course is 2 hours. The skills would pertain to:
- Accurate recording of patient vital signs and determination of patient stability.
- Calculating patient age and physical size as a factor in treatment and transport.
- Relaying medical information using numerical indicators to describe patient status.
Communication:
Minimum time required for communication skills in this course is 10 hours. The skills would pertain to:
- Telephone interrogation of callers reporting traumatic injuries, various medical emergencies and life-threatening illness or injury.
- Relaying patient information using appropriate medical terminology.
- Provide step by step instructions for first-aid and/or life-saving techniques.
- Maintain a calm and controlled environment throughout the incident.
Human Relations:
Minimum time required for human relations skills in this course is 10 hours. The skills would pertain to:
- Communicating and relating to all races and cultures in the context of emergency medical services.
- Showing concern and empathy for all individuals involved in the situation.
- Encouraging and enabling individuals to take actions which can make a difference in the outcome.
- Calming fears and reassuring people that what they are experiencing is normal under the circumstances.

Hours: 6Outcomes:

- Use appropriate terminology in describing injuries and illnesses and explain various procedures in simple, clear terms.
- Apply effective interrogation methods to obtain vital medical information and to assist citizens in taking medically sound actions.
- Use established EMD protocols in specific medical emergency situations.
Content (Activities, Skills, Concepts, etc.): provide details or specifics
- Obtain information, based upon scripted scenarios, which includes medications; identified by type, dosage and specific instructions.
- Determine chief complaint based upon information received regarding patient’s current
condition, blood pressure, pulse rate, temperature, level of consciousness and breathing. - Relay patient vitals and update any changes to condition to medical responders and/or
hospital staff. - Determine past medical history, illnesses, chronic conditions and treatment.
- Calculate estimated response times and appropriate actions pre-arrival.
Communication
Hours: 10Outcomes:
- Provide the first step in the “chain of patient care” during a medical emergency – determine the nature of the medical emergency or “chief complaint”.
- Apply questioning techniques for gaining control of the situation and calming those affected.
- Use appropriate terminology in describing injuries and illnesses and explain various procedures in simple, clear terms.
- Apply effective interrogation methods to obtain vital medical information and to assist citizens in taking medically sound actions.
- Use established EMD protocols in specific medical emergency situations.
Content (Activities, Skills, Concepts, etc.): provide details or specifics
- Question callers to determine medical problem or condition.
- Determine appropriate pre-arrival instructions (PAI’s) to be implemented.
- Relay step by step instructions following established protocols.
- Question callers about results of the actions after the completion of each set of
instructions. - Accurately, relay patient condition, status of treatment and any changes in situation, to
responders. - Provide responders with as complete a description of the situation as possible.
Human Relations
Hours: 8Outcomes:
- Provide the first step in the “chain of patient care” during a medical emergency – determine the nature of the medical emergency or “chief complaint”.
- Apply questioning techniques for gaining control of the situation and calming those affected.
- Use appropriate terminology in describing injuries and illnesses and explain various procedures in simple, clear terms.
- Apply effective interrogation methods to obtain vital medical information and to assist citizens in taking medically sound actions.
Content (Activities, Skills, Concepts, etc.): provide details or specifics
- Maintain professionalism through tone and modulation of voice and projecting a calm demeanor, even when caller is hysterical or out of control.
- Calm caller and/or patient and reassure them that they can help and that you will guide them.
- Encourage caller or patient to follow instructions and to remain calm.
- Confirm with the caller that help is being sent.
- Practice in simulations dealing with a wide variety of medical emergencies.
- Reassure individuals performing First-Aid or CPR that they are helping and that they are doing a good job.
- Maintain the confidentiality of any medical or personal information regarding a patient.
