Course Description

Focuses on requirements for ethical behavior and competent performance by appraisers which are set forth in the Uniform Standards of Professional Appraisal Practice. Satisfies Oregon State Qualifying Education requirements for licensing/certification. Audit available.

Intended Outcomes for the course

  • Raise the student's awareness of the technical and ethical requirements of providing real estate appraisal services in Oregon.
  • Be capable of responding to ethical issues raised in real world real estate appraisal practice
  • Satisfy the state of Oregon qualifying education requirements for USPAP training.

Outcome Assessment Strategies

Students will be assessed by any combination of the following:

  1. Active participation in class
  2. Contextual written tasks (in or outside of class) to assess reading
  3. Homework assignments
  4. Oral responses to in class hypotheticals
  5. Request for real life applications of course material
  6. In class, interactive student role-plays
  7. Exams and quizzes

Course Content (Themes, Concepts, Issues and Skills)

Include all or most of the following:

  1. The skills and concepts necessary to develop and communicate their analyses, opinions, and conclusions to intended users of their services in a manner that is consistent with USPAP and is meaningful and not misleading.
  2. The ability to determine if the appraiser is Competent as defined in USPAP.
  3. Know when and how the USPAP Departure Rule applies.
  4. Know USPAP requirements for the development and communication of the real property appraisal.
  5. Distinguish between appraisal and consulting services, as defined by USPAP and be aware of the USPAP requirements of conducting a consulting assignment.
  6. Be aware of what a Mass Appraisal is, as defined by USPAP, and generally the USPAP requirements associated with Mass Appraisal.
  7. Be aware of what a Personal Property Appraisal is, as defined by USPAP, and generally the USPAP requirements associated with Personal Property Appraisal.
  8. Be aware of what a Business Appraisal is, as defined by USPAP, and generally the USPAP requirements associated with Business Appraisal
  9. Be aware of the Statements on Appraisal Standards, Comments, and Advisory Opinions contained in USPAP.
