Job Summary

In collaboration with management, develops comprehensive programming related to outreach to historically underutilized communities in the sourcing of goods and services, with the goal of increasing PCC’s utilization of these vendors and increasing opportunities for minority and women to participate in the construction workforce and increase contracting opportunities for businesses registered with the State of Oregon Certification Office for Business Inclusion and Diversity (COBID).

Typical Duties and Responsibilities

  2. Forges partnerships with other PCC departments, contractor trade groups, trade unions, chambers of commerce, State agencies, other public agencies, and community groups to increase
  3. Collaborates with trade unions, pre-apprenticeship training programs, general contractors, and PCC programs to identify and address barriers to the participation of minority and women in the construction trades.
  4. Works with general contractors to implement PCC approved harassment prevention strategies on construction sites. Reviews contractor proposed methods to ensure they meet PCC goals.
  5. Reviews and analyzes monthly data from contractors on minority, women, and apprentice labor hours on projects. Follows up with contractors who are not meeting goals to discuss reasons and agree to required corrective actions.
  6. Advocates and promotes the College’s COBID Program. Participates in the development and recommendation of policies and procedures that expand opportunities for traditionally under-represented businesses to compete in the bidding and contracting process for all aspects of College procurement; performs marketing and outreach to businesses, business chambers and the community at large.
  7. Collaborates with Procurement and Contract Services to increase opportunities for COBID certified firms to provide goods and services to College departments.
  8. Manages related community and contractor engagement activities for purchasing and business equity; develops and conducts presentations and promotes capital projects at various forums and events.
  9. Assists in the identification of COBID owned firms that are qualified, certified and bonded to do work, and provides support to promote development of COBID business relationships with prime contractors.
  10. Provides support to COBID certified consultants and professional service firms that wish to provide services to the College. Identify opportunities for sub-consulting services as appropriate.
  11. Works with P&CC staff to identify potential COBID bidding opportunities on upcoming projects and provides support to general contractors and sub-contractors seeking COBID participation.
  12. Participates in evaluating proposals and bids and makes recommendations regarding responsiveness and responsibility of bids or proposals relating to the COBID, EEO and Workforce Training and Hiring Programs.
  13. Supervises academic professionals, paraprofessionals, technical/support, and/or classified staff. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary.
  14. Monitors contractors and subcontractor’s compliance with PCC’s requirements and expectations about equal opportunity in contracting and diversity workforce initiatives.
  15. Provides regular reports to the PCC Board of Directors on COBID & Workforce Diversity outcomes.
  16. Participates in/on a variety of meetings, committees, task forces, and/or other related groups to communicate information regarding services, programs, areas of opportunity, and/or other pertinent information as appropriate; represents the District on Local, State, and National committees, advocacy groups, and/or other related groups; confers with a variety of governmental agencies and other organizations regarding program issues.

Work Environment and Physical Requirements

Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule.? Frequent in-district travel is required. Working hours may vary and occasional evening and weekend work is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.

Minimum Qualifications

Bachelor’s degree in business or public administration, communications, behavioral or social sciences, construction management, or a related field. Relevant experience may substitute for the degree requirement on a year-for-year basis.

Three years of progressively responsible, professional experience in outreach to underrepresented communities, including two years of program management, lead, or supervisory experience.
