Student Assessment & Testing Center Manager

Under the direction of management, the Student Assessment and Testing Center Manager is responsible for the overall operation and management of the Student Assessment/Testing Centers across the College. The position serves as liaison with students, other departments and centers across the College to provide information on available resources, programs and services. The incumbent applies best practices and participates in long-range planning for Student Assessment/Testing services to maintain integrity of the testing environment and to support students across the College through the Yes To Student Success (YESS) commitment, focusing on achieving academic goals through equitable support and instruction.
Typical Duties and Responsibilities
- Plans, organizes, maintains and manages the processes, activities and operations of the Student Assessment Centers across the College. Including accommodation testing, placement, proctored, and revenue testing throughout the district.? Evaluates projects and services impacting Student Assessment/Testing operations.
- 欧洲杯决赛竞猜app_欧洲杯足球网-投注|官网s, recommends and administers policies, procedures and processes in support of the Student Assessment/Testing services area operations in collaboration with managers of multiple divisions; implements and monitors compliance with approved policies, procedures, and processes.
- Acts as final arbitrator for individual student complaints or concerns regarding testing and placement services.
- Coordinates problem resolution for all facility-related issues.
- Manages the execution of testing-related contracts and negotiates contracts with outside vendors.
- Evaluates new technology and products and makes appropriate recommendations for purchase and implementation. Provides project management for applicable technology deployments.
- Participates in a variety of meetings, committees, consortia and/or other related groups to communicate information regarding services, information resources, continuing education opportunities, and/or other pertinent information as appropriate.
- Collects and analyzes a variety of complex data and information. Performs statistical analysis and summarizes findings in applicable reports, surveys and other communication mediums.
- Serves as liaison with other departments and students within the College and provides information on available resources, programs and/or services.
- Participates in long-range planning for Student Assessment/Testing services, working in collaboration with College management, the Learning Support Division, Student Affairs, and others to develop strategic plans supporting student assessment services.
- Supervises academic professionals, classified, technical/support, and/or student staff. Reinforces staff’s development of PCC’s leadership competencies. Evaluates, supports, and provides guidance on professional development plans and goals for assigned areas of responsibility in accordance with practices, policies, and collective bargaining agreements. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary.
- Monitors the budget for staff and supplies/equipment expenditures. Plans, prioritizes and recommends supplies and equipment expenses.
- Supports, implements and promotes advancement of the district’s equity goals and assists in the hiring of a staff that reflects the diversity of the district.? Participates in and supports activities that enhance equity-minded recruiting, hiring, and employee retention practices.
- Performs other related duties as assigned.
Work Environment
Work is generally performed in an office and home environment with frequent interruptions and irregularities in the work schedule. Working hours may vary and some evening or weekend work is required. Frequent travel to other locations is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
Minimum Qualifications
Bachelor’s degree in Education, Student Services, Business Administration, Communications, Social Sciences or related field. Three (3) years of progressively responsible experience related to areas of assignment, including one (1) year of lead or supervisory experience.
OR Bachelor’s degree in any field AND five (5) years of progressively responsible experience related to areas of assignment, including one (1) year of lead or supervisory experience.
OR seven (7) years of progressively responsible experience related to areas of assignment, including one (1) year of lead or supervisory experience.
Knowledge, Skills, and Abilities
Knowledge of:
- Program development, budgeting and project management;
- College organization, goals, objectives, policies and procedures;
- Student assessment, test administration, and test security policy and procedures;
- College student record keeping system and testing software;
- Budget maintenance and testing revenue generated initiatives;
- Procurement principle;
- FERPA compliance;
- Computer applications and computer networks;
- Applicable local, state and federal laws, codes, rules, and regulations.
