Job Summary
Under the general direction of the Transportation and Parking Manager, oversees and ensures District-wide safe and efficient day-to-day shuttle and parking operations. Plans, organizes, and coordinates work flow to maintain consistent levels of service to internal and external clients. Participates in the recommendation and administration of operational policies, procedures and processes. Keeps accurate records and inventories related to planning, accountability, shuttle operations, ridership, and customer service within the PCC community and to affected neighborhoods. Supervises Transportation and Parking technical/support staff.
Typical Duties and Responsibilities
- Coordinates, implements, administers, and evaluates the operation and workflow of shuttle and parking enforcement activities, ensuring consistent levels of service at each campus and/or center. Reviews and revises transportation schedules to ensure increased efficiency and to reduce costs.
- Supervises technical/support staff. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary to ensure smooth operations following established policies. Schedules Transit Services Operators, Van Drivers, and casual relief drivers and maintains driver accountability throughout the District. Models and ensures safe behaviors and practices.
- Monitors budget, analyzes labor costs, and projects costs of staffing needs for recommendation to management.
- Works in collaboration with internal and external clients to fulfill transportation and parking missions.
- Works cooperatively with campus Public Safety to determine fault, loss, or fraud.
- Oversees and collaborates on maintenance and signage projects for parking lots and on-campus shuttle movements.
- Serves as a liaison with staff, faculty, and students. Acts as the front line person for communicating and enforcing policy. Investigates situations and complaints and implements solutions. Works with individuals to resolve disputes/problems.
- Inputs and retrieves student financial aid information and/or DMV information from college mainframe and/or other computer networks and sources.
- Participates in a variety of meetings, committees, and/or other related campus groups to communicate information regarding services and/or other pertinent information as appropriate.
- Ensures that parking and shuttle service is in compliance with applicable rules, regulations, and policies as well as auditor recommendations.
- Performs other related duties as assigned.
Work Environment and Physical Requirements
Work is generally performed in an exterior (parking lots, shuttle routes) or interior office environment, with frequent interruptions and irregularities in the work schedule. Work hours may vary and occasional evening and weekend hours may be required. Travel between campuses may be required. Frequent reaching, walking, standing, lifting, stooping, or carrying of equipment and materials may be required. Incumbents may be required to lift and carry up to 50 pounds.
Incumbents who operate shuttle buses must possess a valid Commercial Driver’s license for operation of motor vehicles within the State of Oregon and Washington with passenger and air brake certification and an acceptable driving record including five years of accident free driving, with no recent moving violations. Such incumbents must possess first aid/CPR certification. Incumbents who operate shuttle buses must also pass a physical examination and submit to periodic drug testing.
Minimum Qualifications
Associate’s Degree in Administration, Urban or Transportation Planning, or related field. Relevant experience may substitute for the degree requirement on a year-for-year basis. Four years of transit and/or parking experience, including one year of lead or supervisory experience. Successful completion of PCC LEAD Academy or a comparable external leadership training program may substitute for up to 6 months of lead or supervisory experience.
Knowledge, Skills, and Abilities
Knowledge of:
- Supervisory principles;
- Applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes related to transportation and parking operations including ADA transportation compliance;
- Customer service principles;
- Conflict management principles;
- Basic budgeting principles;
- Basic financial accounting principles;
- Safety procedures.
Skills in:
- Operating a computer and various software packages;
- Supervising subordinate staff;
- Interpreting and applying applicable laws, rules, and regulations;
- Monitoring and maintaining inventory;
- Monitoring the performance of vendors and contractors;
- Preparing a variety of financial reports related to retail operational activities;
- Working with diverse academic, cultural and ethnic backgrounds of community college students and staff;
- Utilizing computer technology used for communication, point of sales, data gathering and generating reports.
