Job Summary
Under the direction of the District Library Director, manages the day-to-day operations of functional areas of the Technical Services division.? The scope of responsibility includes all libraries and points of service delivery in the District. ?Participates in the development, recommendation and administration of division policies, procedures and processes.? Oversees and provides budget input in assigned functional areas.? Works collaboratively with College departments, the community, and/or external agencies. Supervises management, technical/support staff, student and casual workers and volunteers.? Represents PCC in work-related efforts at the Orbis Cascade Alliance, a large consortium of academic libraries in the Pacific Northwest.? Serves as official PCC contact to vendors.
Distinguishing Characteristics
The Library Technology Services Manager has overall responsibility and accountability for providing planning, and direction to multiple functional areas within the department.? The incumbent functions as system administrator for library integrated computer system and ensures that resources for academic research in all formats are available to college students, faculty and staff in an efficient manner.
Typical Duties and Responsibilities
- Plans, organizes, maintains and manages the processes and operations of the Technical Services division including Acquisitions, Cataloging, Serials, Digital Services, Website and Integrated Library System (ILS).? Manages the activities of the assigned division (e.g. planning, implementing, administering, and evaluating projects and services impacting Library operations district wide).? Functions as the managerial liaison to the Cascade campus leadership team.
- 欧洲杯决赛竞猜app_欧洲杯足球网-投注|官网s, recommends and administers policies, procedures, and processes in support of the Library Technical Services division operations in collaboration with managers of multiple divisions; implements and monitors compliance with approved policies, procedures and processes.
- Supervises a staff of management, technical/support and casual and student workers assigned to area of responsibility including hiring, evaluating, training, disciplining and recommending dismissal as necessary.? Performs direct and indirect supervision through subordinates.
- Leads and manages collection development district wide.? Supports the collection development community of practice, integrating the purchase of electronic materials into the collection philosophy and coordinating weeding efforts.
- Serves as liaison with Distance Education department seeking to ensure that the library is providing excellent support for remote learning.
- Manages or supervises the administration of the integrated library system (ILS) and other library-related systems.
- Maintains and improves automated library system, other library computer applications, and workflow within the Library’s technical and Web services areas. This includes coordinating with appropriate Library staff on issues related to deleting and loading bibliographic records, ensuring electronic resources are accessible in a variety of systems, monitoring the merging of information in shared databases, configuring and reconfiguring data from electronic systems and working with technical staff to move materials in and out of the system as efficiently as possible.
- Participates in the implementation of selected initiatives of the Orbis Cascade Alliance including but not limited to the shared ILS and collaborative technical services.
- Manages and participates in the most complex configuration, maintenance and repair of applicable technologies and associated equipment.
- Manages procurement activities working in collaboration with internal and external departments.? Participates in the development of RFP’s, including the negotiation of vendor contract Terms and Conditions, Service Level Agreements and payment structures.
- Maintains existing vendor partnerships; manages the execution of library-related contracts and negotiates licenses and subscription terms for collections of electronic resources (databases, e-books, and streaming videos).
- Participates in long-range planning for District library services, working in collaboration with College management, library staff, the Library Advisory Committee and others to develop strategic plans supporting library and information services. Evaluates technology, recommends standards, and makes appropriate recommendations for purchase and implementation.? Provides project management for applicable technology deployments.
- Collects and analyzes a variety of complex data and information.? Performs statistical analysis and summarizes findings in applicable reports, surveys or other communication mediums.
- Participates in a variety of meetings, committees, consortia and/or other related groups to communicate information regarding services, information resources, continuing education opportunities, and/or other pertinent information as appropriate.
- Serves as liaison with other departments and students within the College in order to provide information on available resources, programs and/or services.
- Performs other related duties as assigned.
Minimum Qualifications
Master’s Degree in Library Science from an American Library Association accredited institution and two years’ experience related to area of assignment, including one year of supervisory experience.

Work Environment and Physical Requirements
Work is generally performed in a standard office environment with frequent interruptions and irregularities in the work schedule. Incumbent must stay abreast of new technologies related to library operations. Learned physical skill is required to operate computer keyboard and/or other input devices with proficiency.
