Job Summary
Under the direction of management, oversees the timely and accurate processing of multiple payrolls for the college. Maintains payroll work calendar, ensuring the timely payment and reporting of payroll withholdings and pay. Responsible for completing quarterly and yearly multi-state tax reports. Acts as liaison to internal departments to provide guidance, build working relationshops, and resolve escalated issues.
Typical Duties and Responsibilities
- Oversees the day-to-day operations of the Payroll Department. Runs the processing of multiple payrolls. Monitors compliance with approved policies and procedures.
- Implements processes that ensure all legally required federal, state and local taxes, Social Security contributions, and other deductions such as contributions to benefit programs including PERS are withheld from individual paychecks.
- Supervises a work group of payroll staff. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary. Adjusts workloads as necessary.
- Implements improvement to processes, procedures, and work flow to create efficiencies. Contributes to the development of college-wide payroll related policies and procedures.
- Ensures accurate accounting and reporting on all payroll related feeds to finance. Performs and oversees accurate, correct, and timely payroll reconciliations and audits, and troubleshoots any issues that arise.
- Recommends and implements operational procedures and processes in support of Financial Services operations; monitors compliance with approved policies, procedures, and processes. Ensures internal controls are in place and compliance is adhered to.
- In collaboration with management, IT, and systems support staff, develops, tests, and implements new and/or updated system processes and improvements as assigned.
- Coordinates day-to-day activities and communication between Payroll Department and other internal departments in accordance with set priorities.
- Provides information on systems and processes, and guidance on issues as appropriate. Escalates high level issues and all service issues to Payroll Manager.
- Communicates technical and confidential information to all levels of college staff/student employees and outside agencies as appropriate. Provides immediate response to requests for clarification and interpretation of data.
- Reconciles and completes quarterly and annual federal and state tax reporting, including Forms W-2 and correction reports as required. Stays current, complies with and provides interpretations on various rules, regulations, laws, contracts and policies. May work with government agencies, benefit providers, auditors and/or other college staff to resolve problems and provide requested information.
- Sends communications out to PCC regarding payroll deadlines as assigned.
- Provides backup to payroll specialists as needed.
- Performs other related duties or projects as assigned.
Work Environment and Physical Characteristics
Work is performed in a standard office environment where work pressure, disturbances of workflow and/or irregularities in the work schedule are expected and occur on an intermittent basis. Subject to severe penalties regarding non-compliance with strict timelines imposed by external agencies and union contracts. Changes in the performance environment require occasional upgrading of skills. Minimal physical exertion is generally required. Learned physical skill is required to perform keyboarding and 10-key functions.
Minimum Qualifications
Bachelor’s Degree Accounting, Finance, Administration or related area. Experience performing the duties of the position may substitute for the degree requirement on a year-for-year basis. Three years’ progressively responsible experience related to area of assignment, including two years of lead or supervisory experience. Successful completion of a leadership training program may substitute for up to 6 months of lead or supervisory experience.
