P&CC Technology Project Manager

Under the direction of management, the P&CC Technology Project Manager leads, plans and manages the development and implementation of a portfolio of Planning & Capital Construction projects related to the design, construction, and delivery of information technology infrastructure and electronic security projects. The incumbent participates in all phases of capital project development involving technology infrastructure, including project planning, design, cost estimating, and construction.
Typical Duties and Responsibilities
- Manages all phases of development for large and/or complex technology enhancement projects for the College including planning, design and construction.
- Oversees project portfolio development, maintains master schedule of high-level project timelines, and monitors critical cross-project dependencies.
- Prepares, analyzes and monitors project budgets in alignment with College needs and identifies potential financial overruns and variances; makes appropriate recommendations to alleviate financial implications.? Forecasts funds needed for staffing, equipment, materials, and supplies in their programs. Approves expenditures and implements budgetary adjustments as appropriate.
- Assists in establishing project priorities and coordinates activities between applicable campus site(s) and College Information Technology and Public Safety Departments.
- Provides advice and consultation for campus planning, design, and construction of technology and security enhancement projects. Participates in district technology capital investment planning activities.
- Serves as an Information Technology and Public Safety resource on all capital projects. Participates in OACs and other project design and construction meetings on a regular basis to support Information Technology and Public Safety needs.
- Engages in the selection of vendors and contractors. Assists in development and selection for Request for Proposals (RFP), Requests for Information (RFI) and Invitation to Bid (ITB) related technology and electronic security enhancements involved in quality design and construction projects. Participates in defining the terms of contract agreements and ensures installation of technology infrastructure is completed satisfactorily; monitors the performance of contracts to ensure compliance.
- Supervises management, professional staff, technical/support, and/or student staff. Mentors, coaches, and provides guidance and support regarding professional development plans and goals for managers, faculty, and staff in assigned areas of responsibility in accordance with good management practices, College policies, and collective bargaining agreements. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary.
- Serves as a liaison with vendors, business partners, and other educational institutions on issues related to technology and electronic security planning for the College. Represents the Office of Planning and Capital Construction at campus, department, or other external meetings.
- Conducts ongoing needs assessment and gap analysis related to assigned projects for effectiveness; recommends and implements modifications as needed.
- Communicates information and updates regarding College-wide technology services, programs, areas of opportunity, and/or other pertinent information as appropriate.
- Supports, implements, and promotes advancement of the College’s equity goals and assists in the hiring of a staff that reflects the diversity of the district. Participates in and supports activities that enhance equity-minded recruiting, hiring, and employee retention practices.
- Performs other related duties as assigned.
Work Environment
Work environment includes frequent disruptions and changes in priorities. Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Working hours may vary and occasional evening or weekend work is required. Frequent travel to other locations is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
Minimum Qualifications
Bachelor’s Degree in Computer Science, Information Technology or a related field. Relevant experience may substitute for the degree requirement on a year for year basis. Four (4) years of progressively responsible technology leadership roles and at least two (2) years project management experience leading large, complex technology infrastructure projects and experience with capital construction are required.
