PCC Hires New VPs

PORTLAND – Portland Community College announces Randy McEwen as its new vice president of Administrative Services. McEwen, the college’s director of Plant Services the last two years, will be joined by Wing-Kit Chung, the college’s director of Financial Services, who has assumed the associate vice president of Financial Affairs role. Both started on Friday, Sept. 1. McEwen says he’s excited at the new opportunity with PCC.

"I’m thrilled and honored to have been chosen," said McEwen, who lives in Longview, Wash. "I’m looking forward to providing a superior, high-value service to the college and leadership that people feel good about in Administrative Services. The college has many exciting initiatives that are under way, or soon will be under way, and it will be a great thrill to be a part of those. Also, I’m looking forward to creating and reinforcing strong team orientations that will provide opportunities now and in the future."

McEwen has a wealth of experience managing large budgets and directing departments. As director of the Physical Plant, McEwen was responsible for maintenance, capital design and construction, utility services and a $15 million budget. Before his work at PCC, he was with the Fort James and James River corporations where he served in various positions since 1978. He was the maintenance director for a mill in Alabama, the director of corporate manufacturing for a mill in Wisconsin, and manager of production for a mill in Wauna, Ore.

He received his master’s degree from Stanford University in electrical engineering and computer science after getting his bachelor’s degree from the school. He is also a captain in the U.S. Naval Reserve and has been a part of the U.S. Navy since 1970. McEwen will be in charge of advising the president on overall management of college fiduciary matters, act as chief resource in financial analysis, supervise all business practices, and assist the president in budget preparations.

Wing-Kit Chung, the new associate vice president of Financial Services, has spent more than nine years with the college after serving nine years at the Eugene School District and the City of Eugene. Chung, a Beaverton resident, holds a master’s degree from Oregon State University and a bachelor’s degree from Southern Oregon University.

"I’m looking forward to working in cooperation with Randy in the division," Chung said. "This year we will be in transition with the president (Dan Moriarty) announcing his retirement and the future of the new president coming in. I think we both are looking forward to building a solid foundation for the future."

PCC is the largest institution of higher learning in the state, serving more than 940,000 residents in a five-county, 1,500-square-mile area in northwest Oregon. The college, which enrolls almost 97,000 students annually, has three comprehensive campuses, which provide lower-division college transfer courses, two-year associate degree programs, professional and technical career training. The college’s Open Campus provides job training, adult education and life-long learning, including welfare-to-work and alternative high school programs. PCC offers classes at training centers and approximately 200 other locations throughout the district.
